Finishing a shell-form apartment in Malta: a planning checklist

To finish a shell-form apartment, define the remaining work room by room, coordinate electrical and plumbing first fix, and agree finishes, materials and handover.

What work is needed to finish a shell-form apartment?

A shell-to-finish project can include electrical wiring, plumbing and drainage, gypsum ceilings or partitions, plastering, tiling, painting and final fittings. The exact work depends on what is already complete and the finish you want.

Start with a room-by-room scope, coordinate the installation stages before closing surfaces, and agree materials, responsibilities and handover in the quotation. A turnkey contractor for apartment finishing can assess how those trades fit together for your property.

1. Record what is already complete

Before asking for a turnkey quotation, record the work already completed and what remains in every room. Include the condition of walls and floors, existing services, available drawings and intended room uses. Shell-stage properties can have different starting conditions, so the actual property needs to define the brief.

Take photographs of accessible work areas and note access restrictions, occupied areas and arrangements for bringing materials to the property. If another contractor has started part of the work, identify what they will finish and what you want WS to take over.

2. List the electrical, plumbing and finishing work

For each room, list lighting, sockets, plumbing connections, partitions, ceiling details and final wall and floor finishes. Mark decisions that are complete and choices that remain open.

  • Kitchen: provide the proposed layout and equipment information.
  • Bathrooms: show the sanitary-fitting positions and tiled areas.
  • Living spaces and bedrooms: identify electrical points, ceiling details and finishes.
  • Utility areas: include equipment and future service access.

A marked-up plan and one consistent schedule give the trades a shared reference. Include any required design or consultant information before treating the layout as the final specification.

3. Agree the order of first fix, ceilings and finishes

Agree electrical and plumbing routes alongside the room layout. Partitions, ceiling spaces, fitting positions and access points affect each other. Discuss the checks and decisions required before walls, floors or ceilings are closed.

Ask the team to identify dependencies: which areas must be available, which choices must be final and which materials are needed next. Our electrical, plumbing and gypsum and plastering pages explain the information useful for each discipline.

4. Specify tiling, painting and surface preparation

Include measured areas where available, tile sizes, finish schedules and photographs of the existing surfaces. Flag visible damage or moisture concerns that need assessment. Agree who handles preparation before decoration or installation starts.

For tile laying, discuss setting-out, adjoining floor levels, trims and sanitary fittings. Allow for the preparation and curing requirements of the specified products. The Shoreline Block D case study records WS's completed plastering and painting work; each portfolio record identifies its own project scope.

If an existing tiled finish is being retained, assess it before including an overlay in the scope. Our tile-on-tile guide explains the bond, wall-loading and finished-level checks.

5. Separate supply, installation and handover

List what you will purchase and what the contractor should supply. Include delivery arrangements and responsibility for checking that selected products suit the agreed installation. A client-supplied fitting may still require accessories or preparation.

Ask the quotation to state inclusions, exclusions and assumptions. Agree how changes are approved and how completed areas and outstanding items will be reviewed. Use our quotation comparison guide to check proposals against the same brief.

For a WS enquiry, send the location, current stage, drawings, room schedule, photographs and target dates. We can review the combined installation and finishing scope and confirm what further information or site assessment is needed.
